His Majesty's Ship Calcutta, Port Jackson Sir, May I claim your Excellency's permission to address you on a subject in which my interest, as well as inclination, is greatly concerned. Having learned from Captain Woodriffe, this morning that a settlement is about to be formed at the Coal River, I beg leave to offer my services (should no officer as yet be fixed on) to superintend the government of that place, and will feel peculiarly happy should my offer be honored with your Excellency's approbation.
